It's koopavond (shopping evening) in several Dutch cities including Utrecht, The Hague, Groningen and Amsterdam. It means that shops, mostly in the city centers, are open till late (normally 21.00).
In other cities (such as Rotterdam and Delft) koopavond is instead on Fridays.
Even some other services, such as hospitals (the Bronovo in The Hague, for instance).
